Q.1 Do I need a licence to establish a FM radio station?

Q.2 How can I apply for an FM Radio licence?
Whenever PEMRA invites Expressions of Interest (EOI) through advertisement in the newspapers and on PEMRA website: www.pemra.gov.pk, you may apply.
Q.3 What is the licencing procedure?
FM radio commercial licences are awarded through open bidding process, if there are more than one applications for the advertised city/area.
Q.4 What is the range of an FM station?
The range of FM station depends on the power of the transmitter. The maximum allowable coverage area allowed by PEMRA is 50 kilometers in radius.
Q.5 What is the range of FM radio frequencies?
FM radio frequency range is 88-108 MHz
Q.6 What is the licence fee?
Licence fee is determined on the basis of open and transparent bidding and varies from place to place. The minimum licence fee detail is provided on FM Radio licencing page of PEMRA website.
Q.7 Are there any DO’s and DON'Ts for FM Radio licensees?
Yes, PEMRA licencees are bound to comply with the code of conduct and PEMRA Ordinance, Rules and Regulations.
Q.8 Who is eligible to apply for an FM radio station?
A company registered with the Security Exchange Commission of Pakistan under the Companies Ordinance, 1984 is only eligible to apply for an FM station. For detail of eligibility conditions please visit FM Radio licencing page on PEMRA website.
Q.9 How much investment is required?
It is difficult to give an exact figure as it depends on the quality of the FM station and the current market prices. PEMRA as a policy promotes quality products.
Q.10 Are licences issued for specialized subject?
Yes, PEMRA issues FM radio licences both to the public and private sector educational institutions having Mass Communications Department or Media Studies Department. These licences are non commercial and purely for educational purposes.
Q.11 How to apply for specialized subject FM radio licence?
Statutory educational institutions may apply for specialized subject FM radio licence on prescribed Application Form. Applications are considered on case to case basis.
Q.12 Whom do I contact in case of a complaint?
Firstly, there are Regional General Mangers in the provinces and Islamabad. Secondly, there are Councils of Complaints headed by eminent citizens in all provinces including Islamabad. These are two forums where complaints should normally be lodged. However, in case of a serious complaint or a serious technical problem, D.G. (Operation) may be contacted.
