Whenever PEMRA invites applications through advertisement in the newspapers and on PEMRA website: www.pemra.gov.pk, any company meeting the eligibility criteria can apply.
FM radio broadcast station licences for commercial purposes are awarded under Section 19 of PEMRA Amendment Act 2023 through an open and transparent bidding process, if the applications received exceed the advertised number of licences for each district/area.
For Commercial FM Radio; the coverage area of FM radio broadcast station is 35-40 KM in radius, while for a campuses (non-commercial) FM station; the coverage area is the campus area or 10 KM radius.

Yes, PEMRA issues non-commercial specialized subject FM radio broadcast station licences both to public and private sector educational institutions recognized by HEC and other organizations for educational & informational purposes. These licences are non-commercial and purely for educational purposes.
